Please don’t discount yourself if ArcGIS/R aren’t your specific expertise – if you can think spatially, use at least one GIS package comfortably, and have touched some code and want to learn more, I think you could be a great fit. Mostly, I’m not concerned with specific technologies so much as the ability to learn and apply technology to a problem. The first round goes through HR though, so applicants need to be pretty specific in resumes/cover letters to show qualifications. If you don’t meet all of the qualifications, but feel like I just described your approach, please try to apply and mention what you do use and a willingness to learn the things you don’t know.
