The City of Boulder’s Open Space & Mountain Parks department (OSMP) is seeking a GIS Senior Analyst to join our Resource Information Services team in supporting the preservation and enjoyment of over 46,000 acres of land and 150 miles of trails. OVERVIEW OF ROLE: The GIS Sr. Analyst will help departments across the City of Boulder (the “City”) further their missions by providing expert technical GIS services and support across the City. This position implements GIS and manages complex GIS projects across multiple disciplines, performs advanced spatial analysis, modeling, and geodatabase design. The GIS Sr. Analyst supports the overall success of the organization, emphasizing a problem-solving orientation, effective communication, focus on continuous improvement, and effective, efficient, and accountable service to external and internal customers. The ideal candidate will bring both deep technical expertise in GIS and creative solutions to the team as it advances its goal of getting more value from the City’s data. This position may be asked to coach or review the work of lower-level professionals. The starting pay for this position is $74,360 – $90,792 annually, commensurate with experience. ESSENTIAL DUTIES AND RESPONSIBILITIES:Mapping and Geospatial Analysis (est. 35%) Works with business users to design and deliver geospatial solutions (data, workflows, queries, analyses, models) to meet business needs. Designs and creates cartographic products for print, presentation, or digital consumption. Delivers spatial, visual and statistical analyses for clients in support of operational priorities and policy analysis. – GIS asset, data creation and maintenance (est. 25%) Creates, maintains, and enhances key GIS datasets so that operational partners have best available information. Implements GIS asset maintenance, and data quality best practices. Participates in developing GIS data standards and operational procedures, follows data maintenance protocols, creates and maintains comprehensive metadata and documentation – Project Management (est. 20%) Coordinates large, highly complex GIS projects including multiple disciplines and departments, collaborates with projects stakeholders to develop viable timelines for project deliverables. – Scripting and Integrations (est. 10%) Uses object-oriented programming and scripting languages as they relate to web mapping applications, process improvement, and automation. Supports system integrations between GIS assets and with non-GIS assets. – Collaboration with GIS communities of practice (est. 10%) Works with GIS professionals in City departments to share resources, learning and best practices that advance the quality both of their own GIS work and that of the whole City. The Open Space and Mountain Parks department’s mission is to preserve and protect the natural environment and land resources that characterize Boulder. As a member of the department’s Resource Information Services (RIS) team, the GIS Sr. Analyst will work with a variety of Subject Matter Experts to learn, support, and improve workflows which support our mission and programs ranging from recreation to resource preservation and restoration. Additionally, the GIS Sr. Analyst will collaborate with the RIS/GIS team and Power Users from across the department on spatial and non-spatial projects, provide training, and may oversee the work of junior staff. The above description is illustrative only. It is not meant to be all-inclusive. MINIMUM QUALIFICATIONS: Strong understanding of geospatial concepts. A minimum of 6 years of combined education and experience is required. Demonstrated knowledge of and proficient use of Geographic Information Systems, (GIS) software including ArcGIS tools. Experience using the ESRI suite of software – ArcGIS PRO, ArcGIS Desktop and ArcGIS Online. Proficient in the use of Technology. Ability to perform in a remote or virtual environment. Experienced in the use of relational databases and queries. Familiarity with Microsoft Office suite of tools. Demonstrated knowledge of object-oriented and/or scripting languages. Ability to troubleshoot technical problems. Ability to respond to emergency situations during and after normal work hours when required. Participate in emergency response and recovery trainings, demonstrate flexibility and initiative to help support emergency response and recovery. Demonstrated self-sufficiency in a professional environment. Work experience demonstrating the ability and initiative to work independently with minimal supervision; to assume responsibility; to prioritize and resolve problems; to work under pressure; to pay close attention to detail; and to carry tasks to completion. Excellent verbal and written communication skills. Ability to work tactfully and effectively with workgroups, divisions, departments, governmental agencies, and the public. PREFERRED QUALIFICATIONS: Bachelor’s Degree or higher in geography, business or public administration, engineering, computer science, natural resource management or related field. Experience working in municipal governments or otherwise demonstrated commitment to public service. Programming/scripting skills which could include: Python, JavaScript, HTML, .NET. Knowledge of statistical packages – R, JMP, SAS or SPSS. Proficiency in Microsoft SQL Server, Power BI, PowerPoint, OneNote, SharePoint, and Teams. Experience with applications in the Adobe Creative Cloud such as Photoshop, Illustrator or InDesign. Knowledge of CAD or Bluebeam. Experience with ArcGIS Field Maps, Survey 123 and ArcGIS Insights. Skilled with GPS units or mobile data collection devices. Knowledge of the principles of Natural Resource and Recreational Resource management. SUPERVISION: Supervision Received: GIS Manager Supervision Exercised: None WORKING CONDITIONS AND REQUIREMENTS: Work Environment: Primarily works in a clean, comfortable office environment but some field work in a variety of weather conditions may be required. This position is eligible for Hybrid Work with a current minimum of 2 days in the office per week. All City of Boulder Employees are required to reside within the State of Colorado during their employment.
