GIS Database Manager at NYC DEP

The DEP’s Bureau of Environmental Planning and Analysis (BEPA) is seeking to hire a Computer Associate to work as a Data Management Administrator in Queens, NY. The applicant will maintain the Project Tracking and Asset Management System (aka “GreenHUB”) and perform various data management and GIS mapping tasks for the NYC Green Infrastructure (GI) Program.

GreenHUB is a web-based data management solution that integrates ArcGIS Server for mapping, SQL Server for database management, and MS SharePoint for user interface tools and document management.  To support GreenHUB, applicant will perform mapping and application management tasks including, but not limited to:

  • Integrating MS Excel and MS Access data into ArcGIS maps
  • Collecting and validating data in MS Excel
  • Managing GreenHUB user accounts in MS SharePoint
  • Troubleshooting issues with ArcGIS, SQL Server, and MS SharePoint
  • Configuring and customizing GIS map features, settings, and shapefiles

Under direct supervision, applicant will also perform ad-hoc data mapping, validation, analysis, research, and reporting utilizing BEPA’s GIS maps and databases.  Tasks include the production of high-quality, presentation-ready maps, diagrams, tables, and other analytical tools for dissemination to community boards, city council districts, assembly districts, and local press.

Proficiency in Microsoft Excel is required.  The candidate should also be comfortable running queries, basic calculations using Pivot tables, filtering and formatting in Excel.

DEP is the largest combined municipal water and wastewater utility in the country, with nearly 5,500 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

PREFERRED SKILLS

The applicant should be fluent in utilizing ArcGIS Server 10.2 or later and ArcGIS Online to develop, update, and maintain professional-quality maps. Experience using MS SharePoint is preferred.

 

Prior experience with database management, asset management systems, software development and user testing, and data validation/entry is preferred.  Familiarity with the New York City GIS datasets, such as MapPluto is strongly preferred.

 

The ideal candidate will have a professional demeanor; be detail oriented; possess strong organizational skills as well as strong oral and written and have the ability to manage multiple projects and priorities in fast-paced environment

 

 

Section III – QUALIFICATION REQUIREMENTS

  1. A certificate from an accredited technical school (approximately 675 hours) with a specialization in computer operations, and two years of satisfactory full-time experience, acquired within the last eight years, working on large-scale mainframe computer operations or mainframe data communication networks; or
  2. A baccalaureate degree from an accredited college and three years of satisfactory full-time experience, acquired within the last eight years, as described in “1” above; or
  3. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience, acquired within the last eight years, as described in “1” above; or
  4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above.

 

However, all candidates must have at least two years of full-time experience, acquired within the last eight years, as described in “1” above.
